Spoiler warning: Plot and/or ending details follow.

Killer Croc and his goons are in the sewers and have just returned from a heist. They begin emptying out their money bags and Killer Croc suddenly notices that the goons have been tied up. Croc thinks that it is Batman, and tries to find him. He fails, and gets knocked out by shocks. Croc is taken to a cell in an unknown area, where many other villains are showed locked up as well. The vigilante who kidnapped all of them reveals himself as the super villain Rumor.

Bruce and Dick are at Wayne Mansion and watching the TV. The TV is commenting on how Gotham's villains have been getting kidnapped. The interviewer interviews a person, who suggests that the new vigilante is alot better than Batman as with Batman the villains kept escaping from Arkham. Bruce and Dick suit up into Batman and Robin and get in the Batmobile.

Batman and Robin are investigating a warehouse. Batman comments that Ragdoll, Killer Moth and Firefly were all there at one time but are now gone. Batman then gets a report that there's been a break in at the art museum.

Batman and Robin go the museum and discover Catwoman trying to steal a gold statue. Catwoman is surprised that they knew to find her there because she was being careful, but Batman and Robin see a brick through the window and deduce that someone else tripped the alarm on purpose. Penguin reveals himself as doing that and begs Batman for protection from Rumor. Catwoman boasts that there is no Rumor, just as Rumor shows up. Batman and Robin fight Rumor but fail to stop him from kidnapping Catwoman and Penguin because of his abilities to turn invisible.

Batman and Robin head back to the Batcave and observe a piece of Rumor's costume that fell off of Rumor during the fight. Batman deduces that he is using nano fibers to become invisible, and that the only company in Gotham developing that kind of technology is Karon Industries, which is runned by Paul Karon.

More villains are showed locked in their cells as Rumor says that before he will kill them all, he has one more piece to add to his collection: Joker.

Batman and Robin arrive at Paul Karon's office. They interrogate him and ask him how Rumor is getting his technology, but Karon says he doesn't care. Karon then reveals a story about how he ended up in his wheel chair. Karon was developing a device that could destroy solid matter with sound waves and was demonstrating it to the government. Joker came in and ruined the demonstration. Batman showed up and stopped Joker, but in the end it left Karon injured.

Batman and Robin leave from Karon's office and begin investigating a different part of Karon Industries. They discover super-powered exo legs in the spot and then hear Paul Karon coming down to the room. Karon gets into a suit that looks like Rumor's and begins flexing his bones. Batman and Robin leave and go to the Batmobile.

In the Batmobile, Robin suspects that Karon is Rumor and that they should of defeated him when they were there. Batman says that they couldn't because they need to find out where he's keeping his victims first. Robin suggests that things would be better if they just let Karon finish the job, but Batman says that is the wrong code to follow.

Joker is shown in his hideout, eating popcorn and watching TV. All of a sudden, a weight drops on the TV and it explodes. Joker sees Rumor and says that he prepared himself for when Rumor came for him and has a bunch of goons attack Rumor. Rumor takes them all out by using his invisibility and then captures Joker.

Back at Karon Industries, Paul Karon is visited by Batman and Robin again. Batman says that Joker was taken tonight and Robin says to confess. Karon says he was simply using the suit to help people with walking disadvantages like himself. Batman notices that Karon has a different body guard than from the first time they met and asks where that other body guard is.

With all of the villains captured by Rumor, Rumor is ready to use Karon's matter-destroying device to destroy all of them at once. Before he does, Hugo Strange asks him why he wants to do this. Rumor reveals himself as being Karon's other body guard, Mario. Mario/Rumor activates the device but Batman and Robin arrive.

Batman and Robin throw devices at Mario/Rumor that makes him visible. Robin tries to attack Rumor and is taken out, but Batman begins fighting Rumor. Rumor activates a button that releases all of the villains from their cells. Batman knocks Rumor unconscious and then all the villains who were captured want to beat on Rumor for capturing them. Batman and Robin are forced to protect Rumor.

After a long battle with the villains, Batman and Robin merge victorious and destroy the device that would destroy the villains. All the villains are then taken to jail, except Catwoman, who Batman and Robin let leave.

Spoilers end here.
