Rosie Palmer (born 1 August 1990, died 30 July 1994), was a British murder victim. She was murdered in Hartlepool on 30th June 1994, just weeks before what would have been her fourth birthday. Her body was found four days later in the flat of a neighbour, Shaun Armstrong. Armstrong was charged with murder and while on remand had correspondence with a man called Bernard O'Mahoney, who pretended to be a woman and gained a written confession from Armstrong.
Armstrong planned to admit to manslaughter of the grounds of diminished responsibility, but when O'Mahoney gave the written confession to the jury at Leeds Crown Court, Armstrong admitted murder and was sentenced to life imprisonment.
Rosie's mother later lodged a £100,000 compensation claim against the health authority who treated Armstrong for depression, but her case was rejected.
Armstrong later received legal aid to pursue a £15,000 compensation claim against O'Mahoney for breach of confidence, but eventually dropped his case.
