She was born in Angul, Orissa state on 9th June 1977 and went to various schools in Orissa. She completed her schooling from St. Joseph's Girls High School at Cuttack before studying in DAV Public School at Bhubaneswar. She went on to Ravenshaw College to study Science at the Intermediate Level before doing her Graduation in Commerce from Buxi Jagabandhu Bidyadhar (BJB) College in Bhubaneswar in 1998.

Daughter of bureaucrat Shri. Dandanirodh Mishra and academician Dr Usha Mishra, Ms. Roopa Mishra is the third IAS topper from Orissa. The other two toppers have been Shri. Hrushikesh Panda (in 1979) and Shri. Prafulla Chandra Mishra (in 1982). Roopa says she grew up in a very encouraging environment where she interacted with "leading people from every walk of life." Her husband Dr. Anshuman Tripathy, who is at the IIM Calcutta, encouraged her to take the examination after two years of marriage, which took place in 2000, after which Ms. Mishra had worked at the Directorate of Distance & Continuing Education of Utkal University for over a year before she decided to quit job and start preparing for this national level examination.

An Odissi Dancer since her childhood, Ms. Mishra achieved this feat in her first attempt itself and that too by having absolutely two new subjects (Psychology & Public Administration) for the examination.

The strength of Roopa lies in her confidence, presentation skills, both oral and written. She was the star in her batch during her MBA days. She had compered one national seminar on "Values and Ethics" in 2000 in Utkal University. She fell in love with Anshuman during her MBA days. Initially it was Anshuman who was planning to appear in the Civil Services, and Roopa was for academics. But fate had something else in store, and after marriage they swaped their objectives to achieve their dream, to become a successful couple.
