Robert "Bob" Rhea, born in Chattanooga, Tennessee on 10 May, 1946. After graduating from Red Bank High School in 1964, joined the Navy. Advancing through the ranks, he was commissioned as a Chief Warrant Officer in 1983. Retired from the Navy as a CWO4 in 1994 after 31 years of naval service.

Rhea received an appointment as a Government Operations Consultant for the State of Florida in 1999.
