Thanks for trying to help on Andrew Nellis. Only admins can delete articles: blanking them isn't the same thing, and is a form of vandalism we have bots to prevent (as you found out). If you encounter a situation like this again, you can put the {{db-repost}} tag on it: reposts of deleted material can be WP:CSD. It's a good way to draw the attention of some administrator to deal with the issue.

I didn't know about the repost tag. I added the speedy delete tag (which I just discovered) but you had already re-cleared that page before I could add it. I'm going to seek out some pages that adhere to my interests (Soviet leaders from the 1960s-1980s, not just including Russia) and see how through they are. Have a nice day!
