Ritto, Shiga

Rittō (栗東市; -shi) is a city located in Shiga, Japan.

As of June 30, 2006, the city has an estimated population of 62,285. The total area is 52.75 km².

The kanji characters for Ritto read "Chestnut" and "East" despite the facts that Ritto is both in the West (or Kansai) region of Japan and that it has no particularly large stands of chestnut trees.

The Otsu District Court ruled Monday it was illegal for the municipal government of Ritto, Shiga Prefecture, to issue a city bond to cover the 4.35 yen billon cost of makeshift railways for a new Shinkansen station, and ordered Mayor Shoichi Kunimatsu to cancel the issuance of the bond.

It is the first time a court has issued such an order.

Presiding Judge Shigeko Inaba said the city-issued bond violated of the local finance law. However, she allowed about 50 million yen in city bonds that have already been issued.

The judge said in the ruling that the cost for construction of the makeshift railways was huge, but the municipal government failed to make efforts to find other measures to reduce costs, adding that the municipal government first disclosed the idea of issuing the bonds in June last year.
