[edit] Not a Governor

On the best research I can find, including tracking down this person's obit, I don't think he was ever a Governor of the Canal Zone. I find that he was the general counsel for the Zone between 1906 and 1907 and I'm not sure there *was* an official appointment of a new Governor after Magoon. If he wasn't Governor, he didn't actually seem to do anything notable... except make a lot of money as a transit lawyer. Can anyone cite a reference that says that he *was* a governor?
