As for Reggio Calabria, maybe you've mistaken frazioni for "municipalities" (Italian: circoscrizioni and more recently municipi, but with different meaning from the English municipality). They're different things, and then your image must be placed otherwhere. Maybe you can add a city subdivisions section and list them there.
