[edit] Contradiction with new policy creation

This page sternly instructs not to post unless there is a active disputes over a policy between two users, while Wikipedia:How to create policy suggests getting an RfC on potential policies as a matter of course. One of the two should be changed but I'm not sure which one. Is "Request for comment" only used for dispute resolution or is it more general than that? —JwandersTalk 22:06, 13 November 2005 (UTC)
