148.136.141.172 is a computer belonging to the local administration in Linköping, Sweden (whois). It has been claimed that this is a public computer at a public library. The IP-number has created a lot of extra work for the administrators at Swedish Wikipedia because of slandering, insults etc.

In November, user LouiseR was nominated for administrator at the Swedish Wikipedia. In the following discussion, he/she was accused of using sock puppets. On November 15, he/she admitted to using the sock puppets CrystalFrame, Råsopen, Mässerschmidtt and Melde and also having registered at the English Wikipedia as User:Rienzo (in Swedish). From mid-november until mid-january he/she hardly made any edits at the Swedish wikipedia and I notice that the same is true for Rienzo.

LouiseR is a respected contributor of articles about clothing but just like Rienzo he/she has also edited articles dealing with christianity, Rome and the holy see.

The anon 81.156.92.59 has edited the user pages and user talks for all of LouiseR's sockpuppets on sv:, claiming that

The en: Sockpuppets of this user have been banned from the en: Wikipedia for vandalism and extreme personal attacks for the duration of 3 months by the en: arbitration comittee - [1].

However, some users on sv: sincerely believes this message 1) not to be written by someone from the english ArbCom, 2) has nothing to do with LouiseR, since this user is not mentioned in the message.

Hence this message has been removed from the user (talk) page of sv:användare:LouiseR, and people are pretty annoyed (see e.g. sv:Användardiskussion:Rudolf 1922 (in Swedish)). If this message is genuine and sanctioned by ArbCom, could someone please make an "official" confirmation of it on sv:?
