Regarding this proposal:

"3.3.6 Sockpuppets 5) The actions of all users reasonably believed, based on IP used or style of editing, to be sockpuppets of Gibraltarian shall be attributed to him and charged to his account"

it has already been discussed elsewhere that User:Gibraltarian uses the largest ISP in Gibraltar. The overwhelming majority of anonymous Gibraltarian users will therefore edit from the same IP range as User:Gibraltarian. The effect of basing a sockpuppet claim solely on IP edits (and then maybe backing it up by saying the user edits Gibraltar-related pages) is likely to see most of the nation banned. Unfortunately, I understand that is already the case on the Spanish Wikipedia - we really shouldn't risk shutting out most of Gibraltar from the English-language Wikipedia too, jguk 11:04, 7 January 2006 (UTC)

Incidentally, all CheckUser will be able to do is confirm a user is editing from Gibraltar, not that the user is User:Gibraltarian, jguk 11:09, 7 January 2006 (UTC)
