Denim Powell: The main character in Tactics Ogre. He was born in the city of Griate, a small Walstanian port town. He is the son of Father Plancy, and after Plancy was taken away by the Dark Knights and Griate was massacred, Denim, his sister Kachua, and his friend Vice plan a vendetta against the Dark Knights.

Kachua Powell: Denim's sister and daughter of Father Plancy. She follows Denim in his quest for revenge. When Plancy vanishes, Kachua provides a motherly role for her younger brother. Despite this, she is strong willed and highly opinionated.

Vice Bozek: Denim's childhood friend. His parents were both murdered by the Dark Knights, and his hatred towards the Roslolian order is unequalled. His character vastly differs depending on the choices Denim makes in the game from being the person to see the truth or a sadistic enemy seeking revenge.

Duke Ronway: Self-appointed leader of the Walstanian Liberation Army. Denim's first act as a hero is to liberate Duke Ronway from prison, and for a time accepts Ronway as his commander.

Leonard: Duke Ronway's second-in-command in the WLA, Leonard is a cold, rational strategist. When the terrorized inhabitants of Baramus refuse to fight, it is Leonard who carries out the order to massacre the village and blame it on the Gargastans.

Aloser: A native of Baramus, the mining town turned into a Walstanian concentration camp under Gargastan rule. When her brother is murdered in the massacre of Baramus, she becomes an implacable enemy of his killers — although Leonard, their leader, was once her lover.

Zapan: A bounty hunter working for the Walstanian Liberation Army.

King Dolgare: Before his sudden death, Dolgare united Valeria's three ethnic groups under his rule.

Bishop Branta: Dolgare's close friend and adviser, after the king's death he betrayed the ideal of a united Valeria to seize sole power for the Bacrumese. He formed an alliance with the Kingdom of Lodis, inviting the brutal knights of the Roslolian Order to Valeria. However, the dark knights do not see themselves as merely Branta's lackeys....

Fire Shaman Selye Leader of the Valerian Liberation Front. Daughter of a murdered rival of Branta, she struggles to preserve the late king's dream of a peace between Valeria's ethnic groups. But she does not hesitate to target civilians in pursuit of her schemes, and her army are viewed by the people as terrorists.

Wind Shaman Sisteena Selye's younger sister and a member of the Valerian Liberation Front. She is troubled by her sister's ruthless fanaticism.

Cardinal Barbatos: Political figurehead of the radical Gargastans in charge of Southern Valeria's government. He is an extremely brutal man, willing to slaughter the minorities under his rule (Walstanians) in order to keep them in check.

Lans Tartare: A year before the story began, Lans led the slaughter of Griate in which Vice's parents were killed and Denim's father disappeared. Now he returns to Valeria at the invitation of Bishop Branta to support the Bacrumese, but also makes a secret treaty with the Walstanians. His true purpose is to seek out the lost heirs of King Dolgare.

Balzepho Second in command of the Roslolian Order, he had a close bond with his late brother Harborym.

Barbas Most brutal of the Roslolian knights, he murdered a comrade and was saved from execution by Lans' intercession.

Martym The dark knight who kills Guildus in the invasion of Rime.

Warren Moons: The former right-hand sorcerer of Zenobia's King Tristan, Warren has been exiled for reasons unknown at the start of the story. The "Warren Report" is his account of all events that transcribe throughout the game.

Lans Hamilton: A holy knight from the Kingdom of Zenobia. His identity is not well known and he is said to have been exiled from his own country. He brings his men with him to Valeria, who are exiled as well, as mercenaries, and eventually meets Denim. Lans agrees to help Denim in his rebellious actions and accompanies him. Lans, Warren, and Canopus were characters in Ogre Battle.

Canopus Wolff: Lans' companion. Nicknamed the 'Wind Rider', Canopus served in the revolutionary army of Zenobia and helped restore its rightful throne to King Tristan. He follows Denim in his quest. Lans, Warren, and Canopus were characters in Ogre Battle.

Mildain Walhorn: A White Knight of Zenobia who is exiled alongside Lans Hamilton, Canopus, Warren, and Guildus. Travels with them to Valeria in search of work.
