I do not, by and large, use {{fact}} on things I believe to be false. That is passive-aggressive. If I have an issue with a claim made on a page, I'll bring it up on the talk page.
Typically, I use {{fact}} on pages that I agree with but want there to be a primary/secondary source so I can refer to it, particularly since Wikipedia is often not seen as reliable. In short, I say [citation needed] because I believe a statement needs a citation, not because I think the statement is untrue. If I think a statement is untrue, I'll delete it.
