Raleigh Theodore Sakers

Raleigh Theodore Sakers (also known as Rollie Sakers; July 9, 1926–July 25, 2000) was the angry old man that can be heard on Sublime's album Robbin' the Hood.
The drummer of Sublime, Bud Gaugh, had connections with a halfway house, where Rollie resided. His parts of the album were recorded and released as 'Raleigh's Soliloquys' when he was in said halfway house.

It is highly likely, given the disjoined and generally raging nature of his rants, that he suffered from some sort of advanced mental illness - probably undifferentiated or paranoid schizophrenia. Nonetheless, Sakers has a cult following.
Mr. Sakers died in Inglewood, California in 2000.
Kelly Vargas, who was Sublime's drummer (before Bud joined the band) had a brother named Matt Vargas at a halfway house and that was Sublime's connection to Rollie.
