Luis Edgar Devia Silva aka Raúl Reyes, was born on September 30, 1948 in the Colombian village of La Plata Huila Department [1]. He is a Secretariat Member, spokeperson and Advisor to the Southern Bloc of the FARC-EP. Devia Silva is accused by the US Department of State and the Colombian government of advocating the expansion of FARC’s cocaine trafficking activities, setting the FARC’s cocaine policies, including the production, manufacture, and distribution of hundreds of tons of cocaine to the United States and the world. He has also been accused of promoting the "taxation" of the drug trade in Colombia to raise funds for the FARC and of participating in the murder of hundreds of people who violated or interfered with the FARC’s interests. The U.S. Department of State is offering a reward up to US$5 million for information leading to his arrest.[2]

Raúl Reyes is said to move through the southern Colombian frontier, especially in Putumayo, along the border with Ecuador. His possible presence on Ecuadorian soil was alleged by the Colombian President Alvaro Uribe in late 2006. Ecuador´s authorities have rejected this claim. Colombian Army official German Galvis later repeated this claim. [3]
