In Jacqueline Carey's Kushiel's Legacy series, Quintilius Rousse is the commander of the fleet of Eisande, a powerful admiral. He has blue eyes and a weather-beaten face that bears a scar down one side, where he was struck by a loose cable. His second-in-command is Jean Marchand.

After the Cruarch of Alba and Eire (Kushiel's Legacy) is overthrown, Quintilius is ordered by King Ganelon to sail his fleet through the southern Cadishon Strait to ensure the security of the coastline. This move strengthens ties with Terre d'Ange's southern neighbor Aragonia, as well as giving Quintilius an excuse to leave part of his fleet along the coast of Kusheth, but it caused strife between the King and Marc de Trevalion, whose own fleet was closer to the Alban island but who was not asked to secure the coast.

During the invasion crisis, Ysandre de la Courcel sends Phèdre nó Delaunay, Joscelin Verreuil, and Hyacinthe to Quintilius, who agrees to take them to Alba. He sends one quarter of his ships to sail upcoast to Azzalle and find birth at Trevalion, then send word to Ysandre that Phèdre and the others are on their way across the strait. After they make it safely to Alba and the battle to regain Drustan's throne begins, Quintilius promises his soldiers that those that live will be knighted by Phèdre's hand.
