Im not sure I understand - will the new QMV require 55% majority of the weighted votes of states and 65% of pop, or literally 55% of states, each counted as an equal vote, and 65% of pop - does that mean that states wont be weighted by size in the council at all? --83.131.159.242 11:40, 24 September 2006 (UTC)
