"Public Enemies" is the fifthteen episode in the TV-series Danny Phantom. Law enforcer ghost Walker plans to turn all of Amity onto Danny Phantom by making him into Amity's public enemy #1. At the same time, Danny also befriends a ghost named Wulf.

A ghost escapes from prison, but is easily caught by Bullet, Walker's 2nd-in-command. Walker in the meantime releases Wulf, an anthro wolf ghost of sorts who quickly claws his way into Earth, trying to escape. Pushing a button, Walker activates the metallic collar around Wulf's neck which literally shocks him. Wanting to get revenge on Danny for what he did the last time they met, Walker makes a deal with Wulf, stating that he'll be free from both his collar and prison once he finds Danny for him. Wulf leaves while a bunch of ghost cops quickly begin to terrorize Amity Park.
The ghost invasion continues on towards its second day. The mayor at this point makes an appearance in Casper High to explain his concern over the ghosts (when in reality he's just doing it to score points and get more voters on his side). Afterwards, the school principal expresses the new rules that until the invasion ends, the students will be all escorted home and have a curfew of nine o' clock. Danny gets embarrassed afterwards when he finds out his parents are largely responsible behind all this.
Wulf enters straight into Casper High, causing a mass panic. With that many people, Danny cannot transform and is right under Wulf's grip. Luckily, he is saved by his parents. In the meantime, Walker and some of his guards possess Dash, Lancer, Principal Ishiyama, Paulina, and Kwan while Bullet gives chase after Wulf who tries to make his escape after having been ambushed by Jack and Maddie. Seeing something in the two, Walker (in Dash's body) keeps an eye on them for possible further use.
Upon returning home, Danny and Jazz sees Dash, Kwan, and Paulina, now members of Jack and Maddie's "Ghostateers" team, much to their further embarrassment. By school the next day, Jack and Maddie keeps alert on the kids at lunch outside (placing a ghost shield around them) while Tucker explains Wulf was speaking in Esperanto and that he looked more scared then threatening. Speaking of which, Wulf easily makes his way through the ghost shield and destroys the Fenton RV holding it. Bullet however finds him and gives chase after. Danny runs behind a tree to go ghost, only to meet his sister who quickly leaves with an excuse so that he could transform.
Once he becomes his ghost self, Danny manages to free Wulf from Bullet and the other ghost guards (who were incidentally sucked in back to the Ghost Zone from a Fenton gadget). When Danny is left alone with Wulf, he calmly replies he is a friend to which Wulf sniffs his hair and licks him as acceptance of it. Jack then comes to waste the two, but his Fenton Ghost Fisher is tangled. Maddie however, is more than adequate to handle them, so Danny flies Wulf off and hides him in Tucker's home, seeing as his home wouldn't be ideal due to the his folks and because of Tucker's ability to speak Esperanto. So while Tucker is left to translate Wulf, Danny heads back to school to get his Fenton Thermos.
In school, Danny finds a secret meeting being held. Curious, he barges in, only for Walker (who quickly gets out of Dash's body) to capture Danny. Danny attacks Walker and flies off. Walker, now back in Dash's body as well as the others give chase and battles Danny. Too much for him to handle, Danny flies home and puts on the Anti-Ghost shield to prevent their access. Walker decides to let him go for the time and work out the rest of his plan. He heads over near Tucker's home and activates Wulf's collar to continuously shock him until he's gone. Tucker uses his PDA to free Wulf from his collar to which he is grateful for then hops out a window and makes his escape. Sam is unfortunately stuck with Tucker in his home when his parents decides to sleep next to them when their nine o' clock curfew comes. Wulf meanwhile (now with a photo of Danny, Sam, and Tucker in his possession from having looked at a photographic album in Tucker's house earlier) leaves.
Danny wakes up and finds it's the next day. Sam and Tucker have awaited for him and tries to convince him to save the day. Unfortunately, a recent meeting with the now possessed mayor (by Walker) shows Danny himself to be responible for the attack as well as letting Jack handle the wide range of ghosts. Danny has ever reason to panic, but Sam tries to convince him that if he won't save the day, then who will?
So Danny goes to City Hall where he tries to explain to everyone he's the good guy. However no one believes him, including his parents. Thinking they're possessed as well, Danny uses his ecto-ray to try and take out the ghosts within, only to find out they aren't possessed and further lamenting him as an enemy in the eyes of the public. As Maddie attacks Danny, he escapes only to be pulled in by the possessed mayor down below to the boiler room where the other possessed people dwell. Maddie afterwards convinces Jack that she'll handle the ghosts while he gets the Fenton RV.
Danny fights the ghosts one by one, taking them out of their human host, only to lose the thermos. Luckily Maddie has come and uses one of her gadgets to suck them back into the Ghost Zone as well as Wulf who fights alongside Danny as a friend. Walker, still in the mayor's body, however, quickly takes Danny to put his final phase of his plan into action. Outside in the public surrounded by newsreporters, Walker makes it seem Danny is responible for kidnapping and harming the mayor. Further adding insult to injury, he makes it seem Danny dragged him back into City Hall, screaming for help. Inside Maddie continues to further ambush the boy. Wulf however comes in, separates Walker from the mayor and risks getting sucked into the makeshift Ghost Portal before it hits Danny. Stating he will meet his friend once again, Wulf and Walker end up back in the Ghost Zone. Maddie then aims her weapon at Danny which almost gets him if not for Jack who had forgotten to reload the Fenton Bazooka.
By the next day, Dash talks with his friends over how he couldn't believe he was controlled by a ghost while Sam is shocked Danny would still try to save Amity Park despite being their #1 public enemy. Danny repeats Sam's word from earlier that if he doesn't do it, who will? After that, he and his friends watch as Jack and Maddie comically chase after Lancer, still thinking he's a ghost.
