Prince Evillo first appeared in Adventure Comics #350 as a prince born on a fictional planet called Tartarus from the 30th century.

Growing up as royalty gave him a status as an evil dictator who would torture those who opposed him. His powers include sorcery and magic, with which he would send people to a Realm of Darkness. He can also grow horns from a bio-energy powered device; the horns give him the power of hypnosis and can emit "dark rays". His haven was a dark planet which the United Planets deemed dangerous.
Evillo is widely known to be a politically unstable dictator. His royal family includes his 12th wife Saturn Queen and his daughters Stilletta and Styx.
