President's management agenda

U.S. President George W. Bush promised to make government more "citizen-centered, market-based, and results-oriented." To focus his administration on these management principles, he began the President's Management Agenda which applies to all agencies and Departments. It contains five core areas: human capital, financial accountability, competitive sourcing, e-government, and budget and performance integration. Agencies and Departments are scored each quarter by the Office of Management and Budget (and the Office of Personnel Management for Human Capital). Similar to the balanced scorecard management approach popular in the private sector, scoring is a on red-yellow-green stoplight. Scores are given for "progress" and "status."
