The president of the Republic of Ecuador confers the National Prize, Premio Eugenio Espejo, in fulfillment of the Decrees 677 and 699, approved by the National Congress of Ecuador in August of 1975 and September of 1997. These Decrees established the 9th of August as the "Day of the National Culture", and instructs the President to award the Prize every two years. The Head of State selects the honorees, on the basis of a short list sent by the National Council of Culture (CNC). The CNC sends a list according to the procedure established in Art. 3 of Decree 699 covering five categories: Cultural Promotion, Arts, Literature, Science, and Public or Private Institutions. The recipients are awarded a sum of money, a Diploma, a medal and lifetime stipend.
