Pre-warp civilization

In the fictional Star Trek universe, the term pre-warp civilization is used to describe a civilization or race who have not yet achieved the ability to travel at warp speeds through space. Interactions with such cultures are tightly limited by the Prime Directive. In nearly all cases, first contact (science fiction) is not made until the civilization masters warp travel.
