These are images that have been unverified to be free of copyright issues, but there is reasonable basis to believe that the images were created by the uploader and hence are mostly public domain or GFDL, i.e. redistributable under the GFDL. Many such images were uploaded in or before 2004, when the image uploaders were not warned about deletion of their images if they fail to tag them, and images were assumed to be redistributable under GFDL unless the uploader specified fair use or specific permission to use in Wikipedia (or some other licensing information).
This category is for legacy images and should not be added to images uploaded after 1st Jan 2006.
Images with no reasonable indication of source should never be included here, because without it we can't assume the uploader created the image, and such images should get {{nosource}}. Images with a source other than the uploader should never be listed here because only the copyright holder can make the content GFDL. This means that the uploader of the image should never use {{GFDL-presumed}}
