Power Cable, Nebraska is a fictitious town in America used as a generic placename (that is, where people like A. N. Other live). It may have originated with Terry Pratchett, who dedicated Sourcery to its inhabitants, and set a scene in Good Omens there.
It generally seems to be a somewhat disparaging reference, apparently being home to the sort of people who contribute to the low opinion some British people have of American culture; as in "The way the system works, the British TV schedules are decided by the ratings in Power Cable, Nebraska." It is used in this context by Americans as well as the British.
