The entire text of this article is an excerpt from "Background Note: Ethiopia," published by the U.S. Department of State and available here. This is fine from a legal standpoint, as the information is in the public domain (see here). However, the resulting article lacks sufficient context.
For example, the first paragraph in this article is about Eritrean independence. Rather clumsy, IMO. While I believe Eritrean independence is relevant here, it should be placed later in the article. Further, the level of detail is more appropriate for an article about Eritrea (or perhaps History of Ethiopia). So I've trimmed some of this information, and moved it further down.
I added a little more from the State Dept. source so as to provide some background context.

First I was irritated about U.S. centric viewpoint (about U.S. relations, when wikipedia is international), but then noted that, as you say, this article is wholly copied from elsewhere. Just note to make the article comply with internatinal viewpoint. - Tatu Portin
