Hello I've added a picture to show the uniform of a PCSO. Whilst the uniform varies across the country this officer from Kent is broadly representative of what people should see on the street.

Yes, it's right, the Chief Constable can pick and choose that finely. The example used is that of Lancashire Constabulary whose PCSOs can order a person to remain with them for up to thirty minutes, but is unable to take hold of them to prevent them walking away.
