The Polytechnic University of the Philippines System (PUP) (Filipino: Politeknikong Unibersidad ng Pilipinas), also called Philippine National Comprehensive University (as declared by Pres. Gloria Macapagal Arroyo in 2004, during the University's centennial) is a Philippine state university. It is a public, non-sectarian, nonprofit institution of higher learning offering programs in the applied arts and sciences related to the fields of commerce, information and communications technology, and business administration. Its campus is located at Sta. Mesa district in Manila with several off-campus branches and extensions throughout Luzon.

PUP began as the Manila Business School (MBS), founded in October 1904 as part of the city school system under the superintendence of C.A. O'Reilley. This was a response to the demand for the training of personnel for government service, and the felt need to provide skills essential for private employment. In 1908, it was renamed Philippine School of Commerce (PSC), was and merged with the Philippine Normal School (PNS) in 1933 to 1946. Republic Act 779 changed the PSC to Philippine College of Commerce (PCC) in 1952. Subsequently, the Philippine College of Commerce (PCC) was converted into a chartered state university, now known as the Polytechnic University of the Philippines, by virtue of Presidential Decree Number 1341 issued by the Philippine President Ferdinand Marcos on April 1, 1978. PUP celebrated its centennial in October 2004.

The Polytechnic University of the Philippines operates year-round, following a semestral calendar with a summer term. Some 1,483 full-time and part-time faculty members serve the University's estimated 52,000 students, the largest in the Philippines, with a few of the full-time faculty holding administrative positions. 707 regular and casual administrative employees provide support services to the University population. Faculty members spend two-thirds of their time in teaching and one-third in research and extension activities.
[edit] University Governance
PUP is governed by Republic Act Number 8292 known as the Higher Education Modernization Act of 1997, and its Implementing Rules and Regulations contained in the Commission on Higher Education Memorandum Circular No. 4, series of 1997. The PUP community comprises the university's Board of Regents, University Officials, Administrative and Academic Personnel, Students, various Organizations, and the Alumni.
Governance of PUP is conducted by the Board of Regents through policy-making functions to carry out the mission and programs of the University. Day-to-day affairs of the university are administered by an appointed president who is assisted by five vice-presidents for academic affairs, student services, administration, research and development, and finance.

The university offers ladder-type higher vocational programs, distance learning (open university system), technical and professional programs in the area of business and distributive arts, education and the social sciences related to the fields of commerce, business administration, and other polytechnic areas.
At its main campus in Santa Mesa, Manila, it has 17 different colleges offering various courses ranging from business to engineering, politics to food science, economics to fine arts. Accountancy is the most popular degree among students. The College of Business is the biggest college in terms of student population. It is followed by the College of Engineering, College of Accountancy and College of Economics, Finance, and Politics. It also offers graduate studies through its graduate school.
One of the major functions of the university is research, a key component of scholarship and teaching. During the years under review, PUP received and allotted government and private funding to research.

The College of Computer Management and Information Technology (CCMIT) is recognized as the (CHED) Commission of Higher Education's Center of Development for Excellence in Information Technology (CODE) in the National Capital Region (NCR)

The Ninoy Aquino Learning Resources Center (NALRC) is the University's official research center and library. There are satellite research centers of NALRC in the colleges of Communication, Engineering, Architecture and Fine Arts, Tourism and Human Resources Management, the Technopreneurial Center, the Graduate School as well as the extension branches.

The majority of PUP students are low-income members of Philippine society. The students are referred to as Iskolar ng Bayan (state scholars) because of the government and non-government subsidy of their tuition and other fees.
More than a hundred students are foreigners from China, Singapore, Indonesia, Cambodia, Myanmar, Tanzania, Nigeria, and Ghana taking up business, language, statistics, communication and education courses in the undergraduate and graduate levels. Students from Korea regularly attend PUP in summer to take intensive English courses.
There are various student organizations in the university. The Junior Philippine Institute of Accountants (JPIA),LHS Student Central Organization (SCO), The Junior Marketing Executives (TJME) and Communications Society (COMSOC) are some of the student organizations. Further, there are Political Science Society (PSS), School of Debaters (SOD), Economics Research Society (ECONRES), Youth for Christ (YFC), Kabataang Liberal ng Pilipinas (KALIPI)and Junior Financial Executives(JFINEX). Moreover, fraternities and sororities and left-wing activists are common in the university.

The 16 colleges of the PUP - Manila are classified into two groups: the Independent colleges and the United colleges. The colleges that belong to the independent classification are those that enjoy the independence from the governance of the Main Campus director and have their own college building located outside the school campus. Although attached to PUP - Manila (which is the main campus), the independent colleges prefer their freedom to ensure their competitiveness as academic institutions with the college deans as the executive governor. The United colleges are those that are under the supervision of the Main Campus director. The colleges in the A. Mabini Center belong to this classification.
