Surfactant (Surface Active Agent) is a term that refers to chemical species that preferentially adsorb at the surface i.e. their concentration at the surface is higher at the interface or surface rather than the bulk. One of the typical properties of surfactants is their ability to reduce the surface tension between two liquids. This enables mass transfer between hetreogeneous phases more easily.

Polyethoxylated tallow amine is a surfactant that allows the herbicide to penetrate the waxy surfaces of plants and may interfere with the function of the tadpole gills. This surfactant is not regulated under environmental laws because it is not considered an active ingredient in the herbicide.
