Plottigat is a fictional character of the Mickey Mouse universe created by Romano Scarpa. He is Black Pete's cousin, a mad scientist who sometimes helps out Pete and Trudy in their criminal schemes. One of his favorite sayings was "Knowledge is Power!", which accurately sums up his philosophical beliefs. He often urges his cohorts to use his occasionally dangerous inventions in the middle of their scenes. Much of the humor of the character is derived from that.
