You asked about discussion of how to deal with sourcing articles about fiction. The two I most frequently reference are WP:WAF (a guideline that is part of the Manual of Style) and WP:FICT (a notability guideline, but one more about what to merge where than what to keep or delete). There are other links at the bottom of each.
You also mentioned A Tale of Two Cities as an example. I think the plot summary is longer than it ought to be (based on WP:WAF). However, I disaree with you that this is necessarily sourced to the book itself. The book has been part of the standard canon of Western literature, so there are CliffsNotes and other reliable sources available that are independent of the book. As our policy is verifiable, not verified, the fact that someone could go cite them when challenged is enough until the article is challenged. I removed your edits to the George W. Bush article because they're already mentioned or listed in the article. They are in fact POV edits. If you look closely, you can see that the impeach link & military link has been mentioned at the bottom of the page. Also his biography already mentions substance abuses & insider trading in both early life & professional life. There is no point to repeat them again in the same article at the bottom of the page. Thank you for your attention to {{Notcensored}}. I appreciate that your intention was to make the notice stand out more by making it multi- instead of single-lined. However, my hope had been merely to make it visible, without taking up any more "column inches" than absolutely necessary. Would you mind very much if I undid that one change?
Adding "Category:Uncategorized templates" (to this and {{Notcensored2}}) was also a very good idea. I see someone else has already bracketed that addition with <noinclude> </noinclude> so the category isn't also put on every talk page that receives these templates. That's a good trick to remember.
