Phoenix Guard

Phoenix Guard is a fictional anti-terrorist special forces team from the G.I. Joe: America's Elite comic book series. The team was put together by Cobra Commander under the guise of the Chief of Staff to the United States President, as a replacement for the G.I. Joe Team. While the team was presented to General Rey as being specialists in their respective fields, each member is actually a former Cobra operative.
The team is led by General Philip A. Rey, former one time commander of G.I. Joe. The other members are Friday, High-Tide, Halo, Mech and Snake-Eater.

It has been revealed that the members of Phoenix Guard, excluding General Rey, are former members of Cobra. This has been heavily hinted since the teams debut and was fully revealed in G.I. Joes: America's Elite #17. After taking over the Rock and gaining access to the G.I. Joe data desk, General Rey entered his own teams personel files into the data base. Automatically, the computer cross-checked the new files against it's list of known threats and came back with a Cobra match for each member; Zarana, Copperhead, Wild Weasel, Scrap Iron, and Firefly for Friday, High-tide, Halo, Mech, and Snake Eater, respectively.
One of the hints dropped about Phoenix Guard's true identity is the similiarity between their skill and those of former Cobra opperatives. Mech's appearance and skills resemble those of Scrap Iron, and in issue 14, Friday acknowledges him with a different name, before being cut off by Mech who tells her to stick with Mech. Though the word bubble is cut off, it appears that she might have been saying "SC". Only the "S" is known for sure.
In issue 15, there is a mention of the different members receiving second chances, which would fit, as being Cobra members would have made them terrorists.
