Phoebus High School is the newest of the four high schools in Hampton, Virginia. It is also the Technology magnet school for Hampton. The building was always intended to be a school. However being built in the 1970's, during the Cold War, the structure was also planned to be used as a shelter, which resulted in berms being built around the outside of the school. The school was designed to be flexible, so few permanent interior walls were built. The school was intended to use light movable walls to adjust for new or larger classrooms as needed. Recently the school has replaced most of the movable partitions with more permanent walls and added doors to most classrooms. Due to the adjustable design of the school individual classrooms do not have light switches or windows. The lights on an entire hall way are controlled by just a few switches. The only windows in the school are two walls of windows located over the two main entrances of the school. As a result of the lack of windows the school is sometimes referred to as the "School Without Windows"

Phoebus High School is fully accredited by the Virginia Department of Education based on its performance on the Virginia Standards of Learning(SOL) Tests.

In the 2004-2005 school year, the student population at Phoebus was 69% Black, 28% White, 2% Hispanic, and 1% Other.

Phoebus's mascot is the Phantom. The Phantoms football team has won three of the last six VHSL State Division 5 Championships. Running back Elan Lewis and Linebacker Xavier Adibi both graduated from Phoebus. They are currently attending Virginia Tech.
