Phoebe Gottlieb (née Bright) was a fictional character in the Australian soap opera Neighbours, played by Simone Robertston. She first appeared in 1991 and remained in the show until 1993. Her major storylines included:

• The death of her father
• The death of her teenage lover, Todd Landers who fathered her daughter, Hope
• Marrying Stephen Gottlieb.
• Having to come to terms with Stephen's Paralysis following the Waterhole explosion
