Philip W. Noel

Philip William Noel (b. June 5, 1931, Warwick, Rhode Island) was Governor of Rhode Island from 1973 to 1977.

A Democrat, he was elected Mayor of Warwick, serving from 1967 to 1972. He was elected Governor of Rhode Island in 1973 and served until 1977, during which time he was an unsuccessful candidate in the primary for U.S. Senator.

His wife, Joyce Sandberg, was Miss Rhode Island in the Miss America 1953 pageant.
