Peter Barca (born August 7, 1955) was a Democratic politician from the U.S. state of Wisconsin. His political career culminated in a short stint in the U.S. House of Representatives.
Barca was born in Kenosha, Wisconsin and graduated from the University of Wisconsin. After attending graduate school at Harvard University, he found work as a teacher of the emotionally disturbed and a director of a camp for handicapped children. He entered politics in 1985, winning a state in the Wisconsin State Assembly. Barca was a member of the Assembly until 1993.
In early 1993, President Bill Clinton appointed longtime Democratic U.S. Representative Les Aspin to the post of Secretary of Defense, and a special election was called to fill his seat. Aspin had represented the district for 22 years, and had easily won re-election time and time again.
Despite this, Barca barely managed to defeat Republican challenger Mark Neumann, winning by only 675 votes; in the 1992 election, Aspin had won with 58% of the vote. Barca would serve out the remainder of Aspin's term. In the 1994 election, however, Neumann ran again, and this time defeated Barca by a slim margin.
