Penza Oblast

Penza Oblast (Russian: Пе́нзенская о́бласть, Penzenskaya oblast) is a federal subject of Russia (an oblast). It is located in the Volga Federal District. The administrative center is Penza.
Area: 43,200 km²; population: 1,452,941 (as of the 2002 Census).

Penza Oblast is located in the Moscow Time Zone (MSK/MSD). UTC offset is +0300 (MSK)/+0400 (MSD).

Penza is covered by two russian nationwide cellular providers: Beeline and Megafon, and one regional cell network—Smarts. Those are working in GSM, considered as federal in Russia. Also, Penza-Mobile is an AMPS/DAMPS network which also provides service in Penza region with wide coverage and lack of modern wireless services.
