Penelo (パンネロ, Pannero^?) is a player character in the game Final Fantasy XII. She is Vaan's childhood friend, and the two are very close.

Growing up in the city of Rabanastre, Penelo and her family lived happily for some time until the plague hits Rabanastre, many including Vaan's parents, with Penelo's parents deciding to care for both Vaan and Reks.^[1] When Penelo's parents were killed as a result of the war, while Reks and her brother went to the battlefield, both she and Vaan eventually came under the care of the Bangaa Migelo whom they did odd jobs for. Penelo is usually seen dancing around Rabanstre. Because their realation to eachother, Vaan and Penelo care about each other as if they were family.^[2]^[3]

Penelo got caught up in the adventure as the result of being kidnapped by Ba'Gamnan, who believed that the girl was someone dear to Balthier. But her yelling and complaining got on his nerves as he let her go, eventually getting caught by Ghis' troops and be saved by Larsa Solidor. The two become friends quickly, although Penelo is a little suspicious about Larsa, considering he is brother to Vayne Solidor. However, Larsa trusts Penelo enough to lend her some manufacted Nethicite that saved her life from Ghis until he asked it back out of guilt of giving her something dangerous. In the aftermath of Vayne's defeat, Vaan and Penelo took the Strahl to look after until it was stolen by Balthier, leaving a note for them to give to the recently crowned queen Ashe. In the epilouge, Penelo was wearing her new outfit for the sequel, Revenant Wings, joining Vaan as his navigator.^[4]

Together with Vaan, the two of them travel Ivalice looking for treasure. A trip to the Purvama Lemure, however, starts them off on an adventure once again.
