Coat of arms of the Östergötland province of Sweden. Östergötland was represented by two different arms: a dragon and a lion. These were combined at latest 1884. How the arms look in 1920 can be seen here http://runeberg.org/nfcn/0126.html

Even if the design is free to use (per the license), it is not permitted to use in such a way that implies it is being supported by the municipality or county, respecively, for example in part of trademarks or other commercial products. This requires permission of the municipality or county council. According to laws SFS 1970:498 and 1976:100.
