Paul Eugene Gillmor (born February 1, 1939) is an American politician of the Republican Party who serves as the U.S. Representative from the fifth congressional district of Ohio. The district, the second-largest in the state, includes most of Toledo's suburbs, including Bowling Green and Fremont.
Gillmor was born in Old Fort, Ohio and attended Old Fort High School, graduating in 1957. His father owned a trucking business in the area. He received a bachelor of arts degree from Ohio Wesleyan University (Delaware, Ohio) in 1961 and a law degree from the University of Michigan (in Ann Arbor) in 1964. He also holds honorary degrees from Ohio University, Tiffin University, Defiance College, and Rio Grande Community College.
Gillmor attained the rank of Captain while on active duty serving in the U.S. Air Force as a Judge Advocate from 1965 to 1966. He then entered the practice of law.
Gillmor served as an Ohio state senator from 1967 to 1988, serving as Republican Leader from 1978 to 1980 and from 1983 to 1984. After the Republican Party won a majority in the Ohio Senate, Gillmor was elected President of the Ohio Senate and served in that office for three General Assemblies from 1981 to 1982 and from 1985 to 1988. He ran in the 1986 Republican primary for governor, but lost to former governor James A. Rhodes.
In 1988, Gillmor entered the Republican primary for the 5th District after 30-year incumbent Del Latta retired. Latta endorsed his son, Bob, as his successor, but Gillmor defeated him by only 27 votes. He was handilly elected in November and has been reelected nine times in this heavily Republican district, usually by margins of 2-to-1. He even ran unopposed in 1992.
Gillmor is currently the ranking Republican on the Financial Institutions and Consumer Credit Subcommittee of the Financial Services Committee. He also serves on the Energy and Commerce Committee, and chaired its Environment and Hazardous Materials Subcommittee until the Republicans lost control of Congress in 2007. In 2006, Gillmor served as a member of a bipartisan reform task force on ethics and congressional mailing practices. He is a member of the moderate Republican Main Street Partnership.
Congressman Gillmor is married to Karen Gillmor, who currently serves as Vice Chairman of the State Employment Relations Board (SERB) in Ohio. He has two daughters, Linda and Julie, and three sons, Paul Michael, and twins Connor and Adam.

[edit] Residency controversy
Gillmor claimed his boyhood home in Old Fort as his official residence until 2006, when he bought a condominium in Tiffin. However, his main residence is in Dublin, a wealthy Columbus suburb 80 miles south of Tiffin (and 89 miles south of Old Fort). His three sons attend Dublin schools. While members of Congress must live in the state they represent, they are not required to live in the district they represent.
Nonetheless, many residents of the 5th, including some Republican mayors, have expressed misgivings about Gillmor's living arrangements. Many residents of Gillmor's condominium claim they almost never see him. His Democratic opponent in 2004 and 2006, Robin Weirauch, heavily stressed that she lives in the district. Gillmor strongly asserts that Seneca County (home to Old Fort and Tiffin) is his home and has been for years, and harshly criticized the Toledo Blade, the largest paper in his district, for raising the issue during the 2006 campaign. [1] In 2004, however, Gillmor did tell the Blade that he lived in Dublin because it would be too hard for his wife to commute from the 5th District to Columbus, especially with three sons at home.
