I believe this image qualifies as fair use because:
- the photograph succinctly illustrates a protest by the families of Minamata disease victims
- the historic photograph of the 1972 Minamata trial protest cannot be reproduced
- the image is of low resolution and will not damage the copyright value of the original photograph
