"Pacific State" is the 33rd episode of the anime series Eureka Seven.

The episode begins with what appears to be a scene depicting the distant past from the anime's context. As Stoner narrates about life on Earth (specifically, surfing) ten thousand years prior to the events of Eureka Seven, the visuals depict a group of surfers—all of whom share similar designs with the main cast of characters—enjoying a day at the beach. The opening credits are displayed over these visuals in lieu of the usual opening animation and music.

The scene cuts to the anime's present day, with Renton and Eureka lifting the Nirvash together. Renton and Eureka search Gremicore for signs of life, but they find no trace of anyone alive. They return to the Gekko, and Holland orders the crew to rest per Ken-Goh's advice. In the hangar, Drs. Morita and Egan exchange amazement with the performance data of the new Spec2. Dr. Egan expresses dismay that Renton would allow Eureka to be alone in her depression, and obliquely offers the boy advice—namely, build memories together with Eureka.

Talho, in Holland's quarters, reminisces alone with a photo album. As she thinks about her relationship with Holland, she fishes out the ring he bought for her in "Vivid Bit".

In the lounge, Stoner explains the military's plan, namely, to hide the existence of Coralians and exterminate them silently. Matthieu then raises this question: can Gekkostate possibly complete its goal of peaceful coexistence of Coralians and humans, if they must defend themselves against Coralians? Unable to answer, Holland asks them for time to come up with a concrete goal.

Trying to follow Dr. Egan's advice, Renton finds himself drawing a blank. Talho finds him, and sets him straight. They see "trapar dust" in the skies below, and Talho remembers that a famous lifting spot is nearby. Deciding to help Renton and Holland at the same time, she grounds the Gekko after telling Woz about a "glitch" in the flight controls. Leading Renton into a cargo hold, she shows him a longboard that she and Holland once rode, telling him to take Eureka lifting on that board together.

The crew takes the opportunity to lift in the trapar-rich area, and Mischa decides to review her notes outside, both to Sonia's annoyance. Dr. Egan asks Holland about his plans, and as Holland begins to talk about Norb, they are greeted by Talho with his board. In her quarters, Renton talks to Eureka and asks her to come outside with him.

After telling Talho that it will be his last opportunity to lift, Holland attempts to do so, but his battered body can no longer perform as he could when he won lifting tournaments. Talho manages to stop him after a number of falls, and he opens up to her. She drops the ring as she pulls out her handkerchief, and he asks her to let him borrow it. They see Renton and Eureka lifting on their old longboard above them in the sunset.

That night, Holland, at a meeting of all hands, apologizes to Renton and Eureka for his abuse and announces the disbanding of Gekkostate. Talho explains that Norb has been found alone in Capitol Hill, apparently to meet directly with the Council of the Sages. He declares that his next mission will be to retrieve Norb from the capital at all costs, and because this would anyone involved under much greater risk than before, he offers the crew a chance to disembark before the mission begins. By the time of the meeting, Holland had divided the bent ring in half, fashioning a ring each for himself and Talho.

The next scene begins on the bridge with the three founding members of Gekkostate: Holland, Talho, and Ken-Goh. One by one, the other Gekkostate members appear or contact the bridge through the intercoms (or through Gidget). Renton tells Holland that after a discussion, the crew determined that his present goal was still in line with his ultimate goal as Gekkostate's leader.

Despite his request for a smooth ride, Stoner is shaken in his makeshift photo lab by the powerful thrusters of the Gekko. Grinning, he decides to let it slide, admiring his latest handiwork: a photograph of Renton and Eureka lifting together. He decides to entitle the picture "Pacific State".

  • The longboard featured in this episode is later seen only in the visuals of the fourth opening animation.
  • Stoner's title for the photograph also becomes the title for the last issue of ray=out magazine seen in the series.
