Oregon Route 69 (Belt Line Road) is mostly a limited-access freeway in Eugene, Oregon, although some portions serve as an expressway and surface street. Despite its name, Belt Line Road is not a beltway; though it was originally proposed as such before the freeway revolts resulted in the original plan being scrapped. Belt Line Road is maintained by the Oregon Department of Transportation as a state highway. It is officially designated as Highway 69 designation, but had no Route number until September 2002, when it was designated as Oregon Route 69. As of December 2004, the route is signed as Belt Line Road, not as OR 69.
OR 69 is formally designated as the Belt Line Highway, which is Highway 69. It is the only highway in Oregon with the same highway and route number below 100 for its entire length.

Belt Line Road begins at a T-intersection with Oregon Route 126, on the western edge of Eugene. At first, as it heads north and east, it is an expressway, and in fact, has one at grade-crossing with a traffic light. Soon, however, it becomes a two lane freeway in each direction, as it crosses the northern edge of incorporated Eugene. From the highway, one sees mostly suburban housing and strip malls. At the eastern end, there is an interchange with Interstate 5, and then Belt Line Road becomes a surface street in Eugene's neighbor city Springfield. The road ends at an intersection with Game Farm Road in Springfield.
One other section of the initial proposal was built. This section is the stretch of 30th Avenue between the Amazon Park neighborhood and Lane Community College--a four-lane expressway which includes two interchanges. This route does not connect directly to the existing stretch of Belt Line Road.
Several enhancements to the Belt Line Road have been proposed. Plans are underway to upgrade the interchanges with Interstate 5 and the Delta Highway; the former interchange (with I-5) is currently a cloverleaf design, and as such is considered to be both obsolete and dangerous. In addition, the proposed West Eugene Parkway would intersect Belt Line Road at a new interchange. In Springfield, an extension known as the Martin Luther King Jr. Parkway is being built, which heads south from the Belt Line/Game Farm intersection towards downtown Springfield.[1]
