Ontario Power Authority

The Ontario Power Authority (OPA) was established through the Electricity Restructuring Act, 2004 (Bill 100). It operates independently and as a non-profit corporation. Licensed by the Ontario Energy Board, it reports to the legislature through the Ministry of Energy (Ontario).
The OPA is responsible for:
- Assessing the long-term adequacy of electricity resources
- Forecasting future demand and the potential for conservation and renewable energy
- Preparing an integrated system plan for conservation, generation, transmission
- Procuring new supply, transmission and demand management either by competition or by contract, when necessary
- Achieving the targets set by government for conservation and renewable energy.

Ms. Louise Comeau, Board of Directors
Ms. Comeau is also a Director of the International Council for Local Environmental Initiatives (ICLEI). This association of more than 480 local governments and national and regional government organizations states a commitment to sustainable development. Comeau leads the development of the World Mayors Council on Climate Change for ICLEI.
Ms. Comeau directs the Climate Change Project at the Sage Centre, which focuses on research and policy recommendations to meet the KyotoProtocol target and reduce greenhouse gases. With the Centre for Sustainable Community Development, Comeau was director general of policy, advocacy and communications.
She is an associate with the International Institute for Sustainable Development. Her academic background includes organizational communication, Canadian investment finance and securities, and environmental studies/geography. It is reported that she is working on her Masters degree in environmental education and communication.
Comeau serves as a volunteer as President of the Sierra Club of Canada, President of the Canadian Centre for Policy Ingenuity, and as a board member of Tree Canada.
