Ocular is a recurring character from Alien Racers

Ocular is mercenary working for Seadrok. Taking part in the races, he'd sell Xeno-cells to anyone--even the Kragnans. He does not like working with his fellow henchman, Talanna.

Ocular is capable of pulling people's eyes out with his wooden club. Luckily, the show doesn't show him actually pulling out the collateral. But his other power is storing and preserving the eyes in a see-through bag. All of the eye obey him. The only eyeballs he uses are ones that emit a sonic wave that can knock out anyone.
