Francine Frances "Fanny" Fulbright, codenamed Numbuh 86 is a fictional character in Codename: Kids Next Door. Voiced by Jennifer Hale. Her Spanish voice actor is Liliana Barba.

Stationed at Moonbase, Numbuh 86 was the Head of Decommissioning until Numbuh 362 promoted her to global tactical officer in Operation: Z.E.R.O. Three years ago she was a medic. She seems to take pleasure in her job and is often mean-natured because of this.
[edit] Sexism
One of her most notable traits is her sexism against boys. She'd often sneer at him or see them as lesser then female operatives, preferring to trust the girls with more important items or duties. In one episode she takes claim for a hostage the boys capture, but offers to give credit to Numbuh's 3 and 5 (who decline). This turns out to be a mistake as the boys had captured another operative and she had already insisted that she was to be credited.

She often wears a green uniform and helmet made from a colander, connotating the appearance of a samurai.

She doesn't appear to get along with anyone, probably because of her mean nature. She and Numbuh 1 possibly have a long-lasting rivalry, as they went to kindergarten together. She seems not to be well liked within the organization.
The only friend she has is Numbuh 3, and formerly the traitorous Numbuh 12 (Operation: S.L.U.M.B.E.R.). The 2x4 technology she is best known for using are M.U.S.K.E.T.s and D.O.H.D.O.H.s

In Operation: E.N.D. she admits to Numbuh 4 that she always thought he was cute; although he was decommissioned after she said it so never remembered it. In Operation: C.A.K.E.D.-F.I.V.E. she had a relationship with a long-lost operative, Numbuh 19th Century, who was a sexist against girls. At first they hated each other, however when he saved her life and they were imprisoned together Numbuh 5 found them kissing. However, Numbuh 86 decommissioned him.

As mentioned in Operation: F.U.G.I.T.I.V.E., she has a brother, though most of her family is shown in Operation: D.A.D.D.Y. She has a brother who is a fellow Kids Next Door operative, Paddy, codenamed Numbuh 85 of Sector W, and a little brother named Shaunie. Her father is the villainous Mr. Boss, and her mother appears in Operation: S.L.U.M.B.E.R. (or rather Chad disguised as her).

Operation: S.L.U.M.B.E.R.-is forced by her "mom" to throw a slumber party (In this episode, her "mom" is really Chad in disguise).

- Her number, 86, is a pun on the term 86'ed (which means to put someone out of commission).
- She is Irish and speaks with an accent. Her mother is Irish.
- Her parents' nicknames for her include fannypants and (possibly) fannykins (Chad said this while disguised as her mother).
- She once hosted the KND anniversary (a year before Operation: C.A.N.Y.O.N.) and made Mt. Vesuthius erupt caramel.
- She is a student at Gallagher Elementary School and was a victim of pinkeye in Operation: P.I.N.K.E.Y.E.
- In the scene in Operation: Z.E.R.O. when she is talking to Numbuh 101, her ears stick out of her helmet.
