Isn't he more of an analogue of Captain Atom?

Possibly. DC brought Captain Atom (from the Charlton Universe) into the DC Universe during Crisis On Infinite Worlds (April 1985-1986), where as Nuke was created in Squadron Supreme issue 1 (late 1985). However, Captain Atom would not be a member of the Justice League until around 1988/1989(?), which is why most consider Nuke to be the Squadrons version of Firestorm (The Nuclear Man), who had been a Justice League member before Nuke was created.
