[edit] History
Completed only on July 7, 2003, Noto Airport is among Japan's newest greenfield airports not constructed to replace an existing facility. Initially, All Nippon Airways (ANA) was only willing to operate one flight per day[1]. Ishikawa Prefecture thus suggested Japan's first occupancy guarantee agreement (搭乗率保証制度), in which ANA agreed to operate two daily flights and in exchange Ishikawa Prefecture agreed to compensate ANA if occupancy fell below a set target (initially 70%) and gross ticket sales were under 200 million yen. However, the agreement also specified that if the target is exceeded, ANA must pay the excess back to Ishikawa Prefecture[1]. So far, the agreement seems to have been mutually beneficial:
- In the first year (2003-2004), ANA operated with a 126-seat Boeing 737-500 and achieved 79.5% occupancy, well above the 70% target. ANA paid 97.3 million yen to Ishikawa Prefecture[2].
- In 2004-2005, ANA upgraded to a 170-seater and the target was revised to 63%, with actual occupancy 64.6%. ANA paid 15.9 million yen.
- In 2005-2006, the plane was changed again to a 166-seater and the target nudged upwards to 64%, with actual occupancy 66.5%. ANA paid 20.0 million yen[3].
