Sarah wakes up in the morning to try out for the Little Miss Rainbow competition, a beauty pageant for little girls. The Little Miss Rainbow pageant is sponsored by a local department store and is satire of a Jon Benet Ramsey world where a Bert Parks type sings "There she is little Miss Rainbow; Sweeter than any candy filled pie." The judges tell her that she is too old. Sarah has tried out for many years in a row, even though she is far too old. At the pageant, Sarah sees a young girl, also named Sarah, who cannot compete because she is an orphan. Sarah agrees to pose as the girl's mother in order to fulfill her childhood dreams of winning the competition, and she begins referring to the girl as "Heather" in order to avoid confusion. Sarah and "Heather" get along very well, until Sarah is too strict on her and "Heather" abandons her and befriends the Jenkinses, Sarah's nextdoor neighbors. Sarah wins "Heather" back and takes her to the competition. Sarah trains "Heather" for the competition, but "Heather" is struck by stage fright just before the last question and wants to give up. Sarah comforts her by her own tale about "giving up". Ten years ago, she was pregnant and everybody around her wanted her to "give up" and have the baby. She finally decided to have an "abortion" after nine months and spent hours in the hospital pushing the baby. By her tale and "Heather"'s own story, it's more than strongly implied that "Heather' is her actual biological daughter she left behind at the hospital. "Heather" goes back to stage and deviates from Sarah's clichéd responses and ends up giving a poignant and insightful response to the question that she is asked by the pageant host. "Heather" wins the competition and Sarah pushes her out of the way to accept the flowers. Sarah talks to "Heather" afterwards and asks her to be her daughter, oblivious to the evidence that she's actually her own daughter, but "Heather" rejects her because her career has taken off after winning the pageant. Sarah becomes very depressed by the fact that her "daughter" has left her.
Meanwhile, Steve asks Jay for a ride to the coffee shop for brunch, but he drops him off at the police station because he was on his way to work. Steve gets mad when he has to walk to the coffee shop, so he farts in the police car that Jay drove him in, in order to get back at Jay. While on the phone with Brian, he tells Steve that he left a "bomb" in the back of the police car, and the phone call is detected by the National Security Agency. Brian and Steve are tasered and brought in for interrogation about the "bomb" that he left in the police car. Brian and Steve are interrogated by the NSA, but they do not realize the misunderstanding that has taken place and they continue to discuss the "bomb." The NSA takes them to where the police car is and open the door; Brian and Steve laugh as the smell makes the NSA agents sick. Brian and Steve are let go.

- Heather's monologue is from Wall Street a film made by Oliver Stone. The monologue she chooses is the Greed Is Good speech.
- The time that Sarah's alarm clock is set to when Sarah wakes up is 9:11. This is perhaps a reference to the September 11, 2001 attacks, which Sarah frequently jokes about in her act.
- The competition "Little Miss Rainbow" is play on the recent movie Little Miss Sunshine.
- It is implied that Heather, or Sarah, was the daughter abandoned in the hospital at birth by the fictional Sarah Silverman.
