I got this email from the webmaster:

I started at webspinning before anyone cared about IP issues.  I do 
not submit images to the US government for copyrights.  There are 
implicit copyrights, but I'm not sure how good those are in any case. 
I generally just gatekeep the image gallery, allowing educational 
uses.  I ask that folks credit the images and I send along credit 
lines.  Yes, the status of the images is fuzzy, and my control of 
them is by default in many cases.

The proper credit for this image is:
Roger Burkes (University of California at Riverside), Mark Schneegurt 
(Wichita State University), and Cyanosite 
(www-cyanosite.bio.purdue.edu)

You could also add a link to Cyanosite in the resources listed on the 
page.

As for permission, you are granted permission to use this image for 
this usage.
