Norton is also the home of an intense, youth drug rehabilitation center, Portage. It is Atlantic Canada's main facility, which means Atlantic Provinces sends their problem kids which they don't want to Portage, N.B, in hopes that if they return, hopefully they'll be contributing members of society as opposed to junkies on the streets. Portage is cheaper and better than jail. In most cases, the kids come out better behaved. 30% make it through the intense program to live better, contributing lives.
